College Teachers Protest Delay in 7th Pay Commission Implementation Across GNDU-Affiliated Institutions

Nearly two years after the Punjab government notified the implementation of the 7th Pay Commission for college staff, many private aided and unaided colleges—particularly those affiliated with Guru Nanak Dev University (GNDU)—have yet to adopt the revised pay scales. The continued non-compliance has led to growing unrest among faculty, who say they are being unfairly denied wages they are legally owed.

The Association of United College Teachers (AUCT), which represents faculty across Punjab and Chandigarh, recently met with GNDU Vice-Chancellor Prof. Karamjeet Singh to press for immediate and uniform implementation of the 7th Pay Commission recommendations in all affiliated colleges.

“Contractual staff, including assistant professors and ad hoc teachers, continue to be paid under 6th Pay Commission scales, despite a government notification mandating the 7th Pay Commission,” said Prof. Tarun Ghai, a representative of AUCT. “While regular staff at Panjab University and GNDU are already receiving the revised pay, many affiliated colleges persist in withholding these benefits.”

Under the UGC 2018 guidelines, all faculty—whether regular, ad hoc, or guest—are entitled to compensation aligned with the 7th Pay Commission. Yet, teachers say the disparity between GNDU and its affiliated colleges remains unaddressed. According to AUCT, although the university has delayed implementation by more than two and a half years, no official directive has been issued to affiliated institutions even 40 days after their meeting with the Vice-Chancellor.

Faculty at DAV-managed colleges, including BBKDAV College and DAV College, Hathi Gate in Amritsar, staged a three-day dharna demanding pay parity. “The managements still submit salary slips based on outdated 6th Pay Commission figures. The Education Department must step in to reject these and enforce uniform pay implementation,” said Dr. Seema Jaitley, PCCTU executive committee member and unit head at BBKDAV College.

At DAV College, Ashu Vij, Secretary of the local PCCTU unit, highlighted ongoing concerns including the lack of Provident Fund contributions on full salaries for 1,925 sanctioned posts, pending Career Advancement Scheme (CAS) promotions, and unpaid arrears. “Despite repeated appeals and protests, our legitimate demands are ignored. This amounts to harassment and defies the state’s directives,” said Vij.

Adding to faculty frustration is the example of Khalsa College, now functioning under the autonomous Khalsa University, which has fully implemented the 7th Pay Commission scales. This development has intensified calls for equitable treatment across all private and affiliated colleges.
